Maldives Ports Limited (MPL) says an unlicensed captain was operating the landing craft that capsized near the MPL harbor on November 2, killing two employees.
MPL’s internal probe found the landing craft arranged by the consignee was operated by a captain without a license or master mariner’s certificate. He was also not qualified to give loading instructions.
Investigators said the craft had an iron deck without timber, increasing the risk of heavy items sliding. The vessel also faced stability risks.
The craft capsized after the captain tried to reposition an excavator toward the port side, causing it to lose balance.
MPL noted that regulations at the time did not require checking the qualifications of captains on consignee-arranged vessels, but these rules have now been revised.
The company is strengthening safety procedures, involving safety teams in special operations, and training staff. MPL also urged media to report responsibly during sensitive incidents.
