Under the first phase, MTCC constructed 830 metres of road and installed 737 metres of sheet piling. Crews laid the subbase and aggregate base course, built a pedestrian lane and completed a drainage system. They also installed street lights and road signs.

The first phase, valued at MVR 144.50 million, was completed within 455 days. The second phase, worth MVR 55.95 million, was delivered ahead of its 210-day deadline.
