The government says applications for the new “Boahiyaa vehikan enmenah” flats will open in January, with strict rules including a ban on applicants whose spouse has previously received a government flat.
The government unveiled detailed rules and eligibility criteria for its January housing roll out under the “Boahiyaa vehikan enmenah” policy. Officials confirmed that couples cannot apply if either spouse has already been granted a government flat.
The policy divides applicants into two categories:
Category 1: Malé Residents
- Must be Maldivian and at least 18 years old
- Registered in Malé since birth or listed in the registry
- Must not own land over 400 sq. ft.
- Must not be buying real-estate unit
- Neither spouse must have received housing under any government scheme
Catergory 2: Residents of other islands living in Malé
- Must have lived in Malé continuously for 15 years

Point system includes
- Time lived in Male
- Family property ownership
- Household income
- Disability
- Parents under care
- Updated Male registration
- Applicants without children
Applications for the new housing schemes will open on January 4, 2026, and close on March 3, 2026. All forms must be submitted online at www.hiyaavehi.gov.mv under either the land allocation policy or the flat allocation policy for Malé residents.
