The Housing Development Corporation (HDC) has invited developers to submit proposals for mixed luxury residential projects in Hulhumalé Phase II.
HDC opened the Expression of Interest (EOI) process to give equal opportunity to all interested parties. The corporation prefers a Development and Sale Rights model but allows alternative business models if proponents clearly state the benefits to both sides.
If multiple proposals are received, HDC will choose the one that best fits its vision, strategic goals, and master plan. It will assess experience, financial strength, technical capacity, proposed terms, and corporate social responsibility.
HDC may accept or reject any proposal and can cancel the process before signing an agreement without liability. It will inform all proponents if this happens.
Developers must submit the completed EOI application by 12:00 hrs on 24 December 2025 via email or to the address stated in the notice.
